In a significant activity serving the five-year review of the implementation of Directive No. 12-CT/TW from the Party Central Committee on strengthening Party leadership and enhancing the efficiency of interpersonal diplomacy in the new situation, additional practical arguments were provided for the scientific research projects “Vietnam’s interpersonal diplomacy in the new era: challenges and solutions” from the Ministry of Foreign Affairs and “Research on interpersonal diplomacy activities in the world in the new context and proposed solutions for Vietnam” from the Vietnam Union of Friendship Organizations. The Vice Minister of Foreign Affairs, Ngo Le Van, delivered the opening speech at the seminar, emphasizing the role of interpersonal diplomacy as one of the three pillars of Vietnam’s modern and professional global diplomacy in a complex and unstable global context marked by increasing strategic competition and rapid global trends.
Furthermore, the workshop focused on major issues such as innovation in thinking and methods for implementing interpersonal diplomacy, improving participation in multilateral mechanisms, external information work in the digital space, promoting the role of the Vietnamese community abroad, mobilizing international resources for development, enhancing coordination between actors of interpersonal diplomacy, and simultaneously improving related mechanisms and policies.
The conference aims to offer innovative and feasible solutions in line with the requirements of the foreign policy directions of the 14th National Congress to create a favorable international environment for the country’s rapid and sustainable development. Delegates conducted an in-depth analysis of the current international context characterized by intense strategic competition, unprecedented security challenges, and evolving global trends, agreeing that people-to-people diplomacy must undergo a significant transformation to meet the demands of this new era.
To achieve this goal, the workshop proposed various innovative solutions to improve the quality of research, strategic consulting, training, and capacity building in interpersonal diplomacy, strengthening popular organizations’ participation in multilateral mechanisms, innovating foreign affairs information content and methods, enhancing the role of the Vietnam Fatherland Front, and expanding the scope of interpersonal diplomacy in economic diplomacy, science and technology, culture, etc.
In conclusion, Vice Minister Ngo Le Van highlighted the need to overcome obstacles related to thinking, awareness, coordination mechanisms, and ensuring human and financial resources for diplomatic activities, as well as promoting the diverse roles of stakeholders such as businesses, intellectuals, artists, and the Vietnamese community abroad in connection with new technologies, artificial intelligence, and digital transformation to elevate people-to-people diplomacy in the new context.
The Vice Minister emphasized the necessity of developing a people-to-people diplomacy strategy with clear mechanisms for responsibility sharing and coordination, measurable outcomes, and an examination of the institutionalization of appropriate policies and regulations. He expressed confidence that with renewed thinking, new approaches, and collective efforts, people-to-people diplomacy will continue to grow significantly, concretely contributing to national construction and defense in this new era.
