At the conclusion of the meeting, Prime Minister Le Minh Hung stated that the 14th National Congress of the Communist Party of Vietnam had made strengthening external relations and international integration an essential and permanent task. This represents a major strategic turning point in the Party’s thinking, reflecting the high regard it places on the fundamental importance of foreign affairs and diplomacy.

Recently, the global situation has rapidly evolved, becoming complex and unpredictable, with changes directly impacting Vietnam. The mechanisms for transmitting these impacts are highly diverse and cross-sectoral, raising numerous challenges and requiring proactive measures, strategic foresight, political responses, and emergency plans.

Prime Minister Le Minh Hung commended the efforts of the Ministry of Foreign Affairs in fulfilling its missions. However, he emphasized the need to clearly identify limitations, difficulties, challenges, and their causes to achieve better results in the future.

The Prime Minister called on the Ministry of Foreign Affairs to establish a healthy and strong Party organization. Special attention should be given to strengthening the Party and ensuring domestic political security, especially in strategic areas, and taking timely measures as problems arise.

It is crucial to thoroughly research, materialize, and quickly institutionalize the foreign policy orientations of the Party and the State, as well as fully promulgate relevant legal documents.

In particular, the Ministry urgently needs to review and propose amendments and additions to the decree related to the organizational structure of the Ministry of Foreign Affairs.

Developing key performance indicators (KPIs) to evaluate public servants and officials, as well as proactively implementing focal point management mechanisms in foreign policy activities, is essential, especially in the areas of foreign economic relations, investment attraction, tourism promotion, and technological diplomacy.

Preventing potential risks from a distance.

The head of government emphasized the need to effectively, proactively, and comprehensively organize high-level diplomatic programs, innovating in terms of substance and form while being economical, relevant, and efficient. He stressed the importance of scrupulously respecting the requirements of the other party and our own needs to carefully prepare the content of exchanges to ensure they are precise and concrete.

Promoting digital transformation in parallel with digitization mechanisms and urgently implementing a digital management system is necessary. Accelerating the implementation of commitments and agreements following high-level visits, providing timely information, advice, and recommendations on policies, strategies, and response scenarios to avoid any unforeseen situations.

The goal is to prevent, from the outset and from a distance, risks affecting national security, defense, and development. In particular, strengthening research and consultation must be closely and effectively linked to achieving the goal of double-digit growth, transformation, and the establishment of a new growth model based on science, technology, innovation, and digital transformation.

Calling for the rapid establishment of a comprehensive, modern, and professional diplomatic sector, the Prime Minister emphasized that Vietnamese representations abroad must be more proactive and diligent, closely monitoring the global situation and the evolution of the situation in host countries in particular.
