António Guterres stated on Tuesday that “It is time to prioritize diplomacy over escalation,” as tensions and violations of international rules continue in the Middle East.

The UN chief warned that international law is openly challenged today, with “ignored rules” and civilians facing “unbearable suffering.” Guterres added, “Justice is supposed to be blind. But today, too many choose to turn a blind eye to justice itself.”

He highlighted the grim situation where respect for international law is diminishing worldwide, particularly in the Middle East, with human obligations disregarded and UN protections violated. He emphasized the importance of upholding international law to prevent chaos, suffering, and destruction.

Guterres announced his visit to The Hague to mark the 80th anniversary of the International Court of Justice, recognizing its significance as a key judicial body of the UN and a pillar of the international legal order. He stressed that international law applies to all states without exception and that adherence to its rules is not optional.

Regarding the Middle East, Guterres underscored the urgent need for serious negotiations and the maintenance of ceasefires to avoid further military escalation. He also mentioned the importance of respecting international navigation rights and called for diplomacy over escalation, especially in the context of US-Iran discussions.

The UN Secretary-General allocated $12 million from the Central Emergency Response Fund to provide effective humanitarian assistance in Iran for those in urgent need. He also discussed the need for a shift in approach to address the destabilizing dynamics between Israel, the Hezbollah, and Lebanon.

Guterres concluded with a clear call to renew commitment to international law and emphasized the necessity of diplomacy and dialogue over military action.
