In the latest technological breakthrough, artificial intelligence has also been failing to be captured by Europeans, according to Fabrice Epelboin: “AI will be American, there is no doubt about it. On this revolution too, we will always be a colony.” The Sciences Po professor points to the amount dedicated to building artificial intelligence infrastructure across the Atlantic, “500 billion dollars. In France, we are already unable to reduce the state budget by a few tens of billions.”
The only solution that Fabrice Epelboin sees to reduce our dependencies, in the absence of knowing how to build European digital infrastructures, is to turn to “what is called open source software, which involves having software that is a collective property that does not belong to a company, like Linux or WordPress. Everyone is free to seize it, use it, and modify it for their needs, or even redistribute it. This is what China did with DeepCycle, open-source artificial intelligence. This is the only way to overturn the table against American power, because financially, we absolutely do not have the means. But it would take at least a decade.”
