More than 2,000 foreign scientists expected in Vietnam by 2035

This initiative sets the framework for a proactive policy of recruiting and retaining international talent. The goal is to make Vietnam a leading academic and scientific destination in Asia, capable of competing at the regional and global levels.

A massive mobilization of talent

The program plans to recruit over 2,000 international scientists and experts by 2035, across various levels of engagement. Around thirty high-level profiles will be invited to participate in temporary but strategic missions, leading projects aimed at modernizing education, research, and technology transfer, particularly in fundamental scientific sectors and cutting-edge technologies.

In parallel, approximately 500 experts are expected to be recruited full-time within universities and vocational training institutions. They will hold key positions in areas deemed priorities for the country’s development.

In addition to these recruitments, a network of 1,500 international scientists and researchers will collaborate regularly with Vietnamese institutions, whether in person or remotely.

Structural reforms to attract researchers

The government aims to attract and retain talent by improving the work environment and research infrastructure. Priorities include creating a globally connected ecosystem supported by databases for identifying and mobilizing international experts, as well as enhancing capacities in innovation and technology transfer.

The program also focuses on digital transformation, integrating artificial intelligence into research and education, and developing modern, competitive, and professional scientific environments.

Clear criteria to facilitate the integration of foreign experts

To make this policy attractive, Vietnam plans a series of concrete reforms. The government also intends to review remuneration policies, offering competitive salaries, incentive bonuses, and tax benefits. Simplifying the recognition of foreign degrees and streamlining administrative procedures for visas, work permits, and residence permits are also on the agenda.

Recruitment and appointment mechanisms will align with international standards to ensure transparency and efficiency. Support measures aim to improve the living conditions of researchers and their families, particularly concerning housing, public services, and work environment.

An asserted international ambition

Through this program, Vietnam clearly demonstrates its ambition to become a major hub for research and innovation in Asia. By focusing on international openness and talent mobility, the country seeks to accelerate its advancement in scientific and technological fields while strengthening its integration into global academic networks.

This strategy could mark a turning point for Vietnamese higher education, positioning it as an emerging player in the global competition for scientific talent.
