War in Ukraine: a 10 billion euro investment plan, how is Germany strengthening its civil protection?

On February 24, 2022, the war in Ukraine continues to escalate and cause concern, especially in Western countries. As reported by the newspaper Bild, the German government plans to allocate a budget of 10 billion euros to strengthen its civil protection, in addition to a general increase in military spending. This budget aims to enhance national preparedness for emergency situations, including the modernization of medical infrastructure, the acquisition of about 1,000 special vehicles, and 110,000 portable camp beds.

These funds, scheduled until 2029, will benefit from a derogation adopted last year that excludes defense expenses from Germany’s strict public debt limits. The German Defense Minister, Boris Pistorius, emphasized the importance of supporting civil protection alongside defense capabilities. The project is set to be debated on May 20 by the coalition government for approval.

In light of the ongoing conflict in Ukraine, concerns are growing. The German Minister of the Interior, Alexander Dobrindt, expressed his intention to conduct a comprehensive inventory of public shelters in case of a disaster, including sturdy underground parking garages, tunnels, and bunkers. Germany remains a key supporter of Ukraine against Russian aggression, but faces growing worries due to various attempts of sabotage, disinformation, and cyberattacks.

Berlin has accused Moscow of being behind incidents such as espionage, drone intrusions, and other provocations, although Russia denies any involvement.
