Actualitté reported on the appearance of the Minister of Culture before the Commission of Cultural Affairs of the National Assembly on May 6. “In the era of omnipresence of screens, I am convinced that the EAC is not only a condition for the dynamism of our model, but also determines what France and the French will be tomorrow,” she said, describing culture as a “combat sport.”
The focus shifted to the debate over social security for artist-authors at the National Assembly. Soumya Bourouaha criticized the regulatory work around Article 8 of the social security financing law, calling it a scandal if the elements communicated were contained in the decree.
A major point of contention was the presence of collective management organizations in the future framework, which, according to Bourouaha, did not align with the legislator’s intentions. The project was accused of intending to integrate these organizations despite objections.
There were also concerns raised about the lack of organization for professional elections and the increased powers of the SSAA, which prompted criticisms from professional organizations. The issue was escalated to the Council of State for resolution.
Minister Pécresse defended the government’s actions, stating that the decree was submitted to the Council of State for verification. She emphasized the consultative role of the OGCs and announced a separate text for professional elections to be presented after consultation with artist-author organizations.
The disagreement remains unresolved, as the presence of OGCs in social institutions continues to be a point of contention. The Council of State now holds the regulatory fate of the issue.
