Toulon at the center of Defense strategy

Toulon, Europe’s premier military port, has been a cornerstone of the national defense system for decades. In the Var region, the sector boasts about 30,000 direct jobs, 13,000 indirect jobs, and nearly 2,500 defense-related businesses. Toulon is a major strategic asset at the national level, playing a central role in the government’s power projection efforts. This local dynamic is part of a precise national and international framework.

In line with the updates to the 2024-2030 military planning law, efforts are being made to further strengthen the workforce. Following commitments made by France at the NATO summit in The Hague in June 2025, amidst a volatile global context, President Emmanuel Macron announced in July that defense spending would increase to 2.5% of the Gross Domestic Product by 2030, totaling around 76.3 billion euros. As a direct result, the defense budget is set to rise by 6.7 billion euros in 2026, reaching 57.1 billion euros. The budget is currently under review by the National Assembly’s defense commission and will be debated in a full session starting May 4th.

To translate this industrial focus into action, Jean-Pierre Farandou, Minister of Labor and Solidarity, visited Toulon on January 17 to announce the creation of a special unit within France Travail, under the oversight of the Ministry of Defense, to assist businesses in finding the necessary skills and resources. The Defense Minister, Catherine Vautrin, later visited the region, emphasizing the importance of a more European industrial strategy and stressing the significance of the Defense Technological and Industrial Base as a tool of power.

These initiatives align with the upcoming Toulon Defense Event, where more than 200 defense-related professions will be showcased through 80 exhibitors. Various activities including interactions with professionals, flight simulators, drone demonstrations, and naval force displays will be offered to engage visitors and highlight job opportunities in the sector.

Ultimately, this operation, deeply embedded in political objectives, reflects the government’s budget priorities and necessitates cuts in other vital sectors like health, education, and culture.
