According to the KCNA agency, a correspondent from the Vietnamese news agency (VNA) in Northeast Asia reported that the conference will focus on assessing the implementation of North Korean Party and State policies in 2026, as well as discussing work orientations and tasks for the second half of the year.

This initiative follows the 9th Party Congress, a major political event in North Korea held last February. The plenary session of the Central Committee of the Workers’ Party of Korea is an essential decision-making body where major domestic and foreign policy issues are debated and settled at each stage.

In recent years, North Korea has generally held plenary sessions at the end of June and at the end of December, and may also convene extraordinary sessions for strategic matters. Although presented as regular meetings focusing on examining the socio-economic situation and implementing plans for the second half, these gatherings attract particular interest from South Korean observers, especially regarding the possibility of North Korea defining new directions for its relationships with South Korea and the United States.

This concern stems from the constant adjustments recently made by North Korea to its legal framework and political orientation. Following the 9th Party Congress, North Korea revised its charter and also made amendments to the Constitution during the Supreme People’s Assembly session (i.e., Parliament) last March.

The revised constitution reflects the “two states” policy promoted by leader Kim Jong Un, defining the North Korean territory as the northern part of the Korean peninsula and removing previous provisions related to national unification.

Furthermore, public opinion closely follows the possibility of adjustments to North Korea’s foreign policy, following reports of a possible visit by Chinese President Xi Jinping to Pyongyang soon. This visit could take place at the end of October or beginning of November, following discussions between Xi Jinping and US President Donald Trump regarding the North Korean nuclear program.

Analysts believe that the outcome of the upcoming meeting of the North Korean Central Committee could indicate Pyongyang’s approach towards the United States, as well as the direction its relations with South Korea will take in a new phase.
