The Ministry of Foreign Affairs has defined its vision for digital diplomacy by 2030 as follows: to build modern, efficient, and integrated digital diplomacy from the central level to local levels and Vietnamese representations abroad; to use data as an essential asset; and to apply digital technology to enhance analytical and forecasting capabilities in support of foreign policy in the context of national development.
To build a modern and professional digital diplomacy, driven by the Ministry of Foreign Affairs, digital transformation has been implemented synchronously recently, closely following government policies and directions in building a digital government to improve management efficiency, quality of service to citizens, and businesses.
During the presentation conference of the digital architecture framework of the Ministry of Foreign Affairs in January 2026, Minister of Foreign Affairs Le Hoai Trung instructed ministry units to focus on unifying the understanding and approach to digital transformation, adhere strictly to the digital architecture framework in all investment activities, prioritize the development and utilization of shared data, promote digitalization combined with business process restructuring, apply new technologies including artificial intelligence carefully, enhance cybersecurity, focus on digital skills training, and prioritize financial resources for digital transformation.
In particular, platforms and digital systems deployed by the Department of Information Technology and Communications to support foreign policy operations demonstrate a clear transition from traditional work methods to a digital environment.
The efforts of the Ministry of Foreign Affairs in digital transformation have continued to progress smoothly in all areas, resulting in numerous positive outcomes, paving the way for a digital ecosystem to support better implementation of foreign affairs work.
However, despite the progress made, there are still various challenges to overcome in the implementation process, such as limited financial resources, lack of standardized and synchronized data, and the need for better interoperability between systems. To effectively implement digital transformation, the Ministry of Foreign Affairs plans to promote deeper transformation focusing on data and work efficiency.
The main work orientations for 2026 include accelerating the development of specialized databases, publishing a shared architecture framework and data dictionary, completing the connection of the administrative procedures processing system with the national public service portal, ensuring information security, and improving the digital transformation index in close connection with administrative reform.
The Ministry of Foreign Affairs acknowledges that digital transformation is an essential and ongoing task, and with continued political will and joint efforts, the transformation work is expected to accelerate, bringing about significant improvements in managing foreign affairs and meeting the country’s growing international integration requirements.
