We take seriously the issue of sensitive information during armed conflict and we are making every effort to find effective ways to address the problem and its consequences. During conflict, the sensitive handling of sensitive information should not restrict fundamental rights or people’s access to information, nor cause further harm.

Our work in combating sensitive information involves building and maintaining relationships with communities and community leaders, raising awareness of the impact of sensitive information, clarifying the obligations of parties under IHL as well as the role and mandate of the ICRC, preserving a confidential dialogue with parties on this issue and other areas of work.

We continue to seek dialogue with parties to an armed conflict who disseminate sensitive information and raise awareness of the legal limits and humanitarian repercussions of these actions.

The ICRC continues to engage and collaborate with humanitarian organizations and academics to formulate responses to sensitive information that affects individuals, and to help individuals strengthen their self-protection and resilience.
