The delegation for Local Authorities and Civil Society (DCTCIV) provides support for projects carried out by local authorities and associations of local authorities within the framework of joint calls for proposals and funding between states.
In 2026, the campaign for calls for proposals takes place in a demanding geopolitical context, marked by the need to strengthen France’s and its European alliance’s strategic resilience.
This year, the calls for proposals will focus on three major areas: strengthening European unity and the stability of our neighborhood, implementing the renewal agenda in Africa, and defending our sovereignty against global challenges, including the fight against drug trafficking, controlling irregular migration flows, and developing strong economic cooperation.
In this regard, the evaluation of applications will be rigorously based on selection criteria, requiring project leaders to demonstrate, beyond their technical relevance, their tangible utility for French citizens, ensuring that each funded initiative effectively contributes to the national general interest.
Thematic calls for proposals: – Europe and Neighborhood: aims to strengthen European unity between territories and support the stability, resilience, and sustainable development of EU countries and their neighborhood. – Renewal Agenda in Africa: aims to redefine France’s relationship with sub-Saharan African countries and renew partnerships between France and African countries based on reciprocity, innovation, sustainable impact, and dialogue between youth and civil societies. – Sovereignty: aims to strengthen the capacity of French territories and their partners to address national strategic challenges. It supports centralized cooperation projects with high added value, contributing to the resilience of territories and the defense of national interests.
Joint Funds: – Generalist Calls for Proposals: – Generalist AAP: co-financing of decentralized cooperation projects not covered by thematic calls for proposals or joint funds. – On-hand AAP: open to associations of local authorities for implementing decentralized cooperation projects involving at least 3 French local authorities.
The co-financing granted by DCTCIV can reach: – Up to 70% of the total project cost for projects with the “least developed countries” (LDCs); – Up to 50% of the total project cost for projects with other countries eligible for official development assistance (ODA) (excluding LDCs). – Up to 30% of the total project cost for projects with countries not eligible for ODA.
