In 2026, the call for projects campaign is part of a demanding geopolitical context, marked by the need to strengthen France’s and its European alliance’s strategic resilience.

This year, the calls for projects will focus on three major axes: strengthening European unity and the stability of our neighborhood, implementing the agenda for renewal in Africa, as well as defending our sovereignty against global challenges, including the fight against drug trafficking, control of irregular migration flows, and the development of robust economic cooperation.

In this regard, the evaluation of applications will be rigorously based on selection criteria, requiring project leaders to demonstrate, beyond their technical relevance, their tangible utility both directly and indirectly for French citizens, ensuring that each funded initiative effectively contributes to the overall national interest.

Thematic AAPs: – Europe and neighborhood: aims to strengthen European unity between territories and support the stability, resilience, and sustainable development of European Union countries and their neighborhood. – Agenda for Renewal in Africa: designed in 2022, the Agenda for Renewal in Africa aims to redefine France’s relationship with sub-Saharan African countries and seeks to deeply renew partnerships between France and African countries, privileging reciprocity, innovation, sustainable impact, and dialogue between youth and civil societies. – Sovereignty: aims to strengthen the ability of French territories and their partners to respond to national strategic challenges. In a context of restructuring economic, security, and migratory balances, it supports centralized cooperations with high added value, contributing to the resilience of territories and the defense of national interests.

Joint Funds: General AAPs: – Generalist AAP: co-financing of decentralized cooperation projects not covered by thematic AAPs or joint funds. – Ready-to-use AAP: open to associations of territorial collectives for the implementation of decentralized cooperation projects involving at least 3 French territorial collectives.

The co-financing granted by the DCTCIV can be up to: – 70% of the total project cost for projects with the “least developed countries” (LDCs); – 50% of the total project cost for projects with other countries eligible for official development assistance (ODA) (excluding LDCs). – 30% of the total project cost for projects with countries not eligible for official development assistance.
