The workshop brought together representatives from various agencies, experts, researchers, and policymakers. It took place in a rapidly changing international context marked by increased strategic competition, restructuring of economic and security structures, and global challenges such as climate change and digital transformation. These factors underscore the need to rethink the implementation methods of foreign policy to ensure flexible adaptation while maintaining a strategic direction.
Opinions expressed at the conference emphasized that the foreign policy of this new era should not only focus on maintaining a peaceful and stable environment but also actively participate in shaping international structures and rules. Creating a favorable international environment is an important way to build and protect the nation. There is a need to shift from a logic of “participation” to a logic of “selective contribution and leadership,” particularly in areas where Vietnam has strengths such as digital economy, innovation, and sustainable development cooperation.
An important point that needs clarification is the necessity to ensure synchronization between foreign policy and national defense, security, and socio-economic development. Foreign policy cannot exist independently but must become an essential component of the overall national strategy, contributing to resource creation, expanding development perspectives, and enhancing the country’s position.
The workshop also examined international experiences showing that successful countries have established comprehensive foreign policy systems that effectively combine diplomatic channels and leverage multilateral mechanisms. Active participation in shaping international standards, expanding partner networks, and strengthening strategic forecasting capabilities are key factors.
Essentially, a “higher-level global foreign policy” is defined not only by expanding the scope and scale of activities but also by improving their quality and effectiveness. The focus is on innovation and development of foreign policy thinking, the development of specific and effective methods and techniques, the development of economic, scientific, technological, and cultural diplomacy, promoting digital transformation in foreign affairs, as well as enhancing intersectoral coordination and improving the quality of human resources.
The results of the conference have significantly contributed to refining the theoretical and practical foundations, laying the groundwork for foreign policies and strategies that meet the requirements of rapid and sustainable development of the country in this new period.
