The present decree specifies the modalities for the collection and use of state budget funds, as well as the elaboration, execution, settlement, and publication of budgets related to foreign policy activities, in accordance with the state budget law. The foreign policy activities of the senior leaders of the Party and the State are not covered by this decree.
Regarding responsibilities for expenses, the decree establishes a clear distinction between expenses related to the central budget and those related to the local budget, detailing responsibilities for expenses related to the central budget for activities related to foreign affairs.
Specifically, for current expenses, the central budget provides financing for several task groups such as: bilateral and multilateral diplomatic activities at the state level; negotiation, signing, and implementation of international treaties; operation of Vietnamese agencies abroad; boundary and territorial issues; and protection of the legitimate rights and interests of the state, citizens, and Vietnamese legal entities abroad.
Furthermore, the budget also covers activities related to the Vietnamese community abroad; management of expatriate Vietnamese workers; diplomatic activities and international integration; interpersonal diplomacy; external information and propaganda; and management of foreign journalists’ press activities.
Other important expenditure items include: organizing activities to promote investment, trade, culture, and tourism abroad; collecting economic information and verifying partners; rewarding organizations and individuals with outstanding performance in foreign affairs; training and development of personnel working in foreign affairs; and conducting research to support strategic and foreign policy advice.
The decree also stipulates expenses related to the establishment of the necessary material infrastructure for foreign policy work, such as: purchase, rental, and repair of goods and equipment; rental and maintenance of offices and accommodations; renovation and modernization of facilities at the national level and Vietnamese representations abroad; and operation of the diplomatic apparatus.
As for investment expenses for development, the central budget is used for the construction of projects related to national border markers; investing in and modernizing facilities for national foreign affairs and Vietnamese agencies abroad; long-term land leasing for social housing and headquarters construction projects; as well as implementing projects to purchase, repair, and modernize goods and equipment for foreign affairs.
Additionally, the central budget also provides foreign aid in accordance with the provisions of government decree No. 305/2025/ND-CP regarding Vietnam’s aid to foreign countries.
Decree No. 129/2026/ND-CP comes into effect on April 6, 2026, simultaneously repealing government decree No. 117/2017/ND-CP of October 19, 2017, regarding the management and use of the state budget for certain foreign policy activities.
