In his opening speech at the Conference, comrade Nguyen Minh Vu, member of the Party Central Committee and Permanent Vice Minister of Foreign Affairs, declared that in 2025, the Ministry of Foreign Affairs would perform its duties in a context of unprecedented global and regional changes since the Cold War, and the country would enter a new phase of development.
In particular, the Ministry of Foreign Affairs was tasked with a new mission by taking over the functions of the foreign affairs department of the Central Committee and some tasks of the Foreign Affairs Commission of the National Assembly, thereby becoming the coordinating body for foreign policy activities of the political system.
The Ministry of Foreign Affairs has demonstrated its capabilities by proactively seizing opportunities and overcoming challenges, contributing to creating a favorable foreign policy environment, implementing synchronized and efficient foreign policy work, and concluding the 13th National Party Congress with significant achievements.
These achievements have been recognized and praised by Party and State leaders; they are seen as a pioneering force in maintaining a stable and peaceful environment, mobilizing resources and external conditions for development, and enhancing the country’s position.

During the Conference, delegates watched a video summarizing 2025, discussed reports and presentations on the implementation of the Resolution, participative democracy, emulation, protection of individuals, finances, and activities of the People’s Inspection Committee for the 2024-2025 term; elected the People’s Inspection Committee for the 2026-2027 term composed of 9 members; and heard their responses to inquiries.

Three major advances in diplomacy.
In his speech at the Conference, Le Hoai Trung, member of the Politburo, Secretary of the Party Committee of the Ministry, and Minister of Foreign Affairs, affirmed that this conference, following the 14th National Party Congress, was of great importance. Its purpose was to promote the democratic spirit and responsible contribution of the Ministry’s officials and employees, in accordance with general directives related to the implementation of democracy at the local level. It was also closely linked to a sound understanding and implementation of the foreign policy and development orientations of the country, in line with the functions and tasks of the Ministry.
The Minister emphasized that the Party and State cherish, recognize, and appreciate the achievements of the Ministry of Foreign Affairs and the contributions of its officials and employees. He expressed his appreciation and congratulations to all staff for their efforts over the past year, for overcoming difficulties, and for diligently carrying out a considerable amount of work to meet increasingly high quality and deadline requirements, thus tangibly and effectively contributing to the overall development of the country.

During the conference, Minister Le Hoai Trung stated that, in the context of the new situation, the general secretary considered national defense, security, and foreign affairs as one of the three strategic pillars of national competitiveness, playing a direct role in national development, especially in the objectives of socio-economic development and double-digit growth.
Considering the important tasks ahead, the Minister emphasized three major advances for the sector’s work in the coming period: “Correct orientation – strict discipline – excellent expertise,” with the requirement of “new thinking – new ways of doing things.”
The Minister also urged the entire sector to “rethink” its approach to awareness, methods of implementation, and vision for each field and assigned task, as well as to continue promoting digital transformation, considering it a key element to change work methods, operations, and management.
Each sector leader must strengthen discipline and order, scrupulously adhere to Party regulations and state laws regarding speech discipline and state secrecy protection, especially in the social media and digital space environment; fully grasp the new stage of national development and the new requirements and tasks of the sector in order to determine the efforts and determination necessary for their implementation.
Promoting a spirit of creativity and innovation in thinking and methods.
In addition to his professional functions, Minister Le Hoai Trung stated that the Party Standing Committee and the ministry’s leadership pay special attention to the well-being of cadres and employees, tasking the relevant units with continuing research on appropriate compensation systems.
The Minister also spent considerable time reviewing the rich traditions and glorious achievements of the Ministry of Foreign Affairs over its 80 years of development, under the direct leadership of President Ho Chi Minh since its creation.
Sharing memories of his early days in the sector, the experience accumulated during his career, and his vision of the Ministry of Foreign Affairs’ development orientation, the Minister urged each official and employee of the ministry to promote creativity, innovation in thinking and work methods, strict discipline, and excellent professional skills to collectively build a stronger Ministry of Foreign Affairs; worthy of the sector’s proud tradition and the shining example of past diplomat’s operations, and to prepare a strong force to contribute even more to the new era of national development.
