Ambassador of Vietnam to Brazil, Bui Van Nghi, met with Professor-Doctor of Science and quantum physicist Olival Freire Junior, president of the National Council for Science and Technology Development of Brazil. During the meeting, Ambassador Bui Van Nghi shared information about Vietnam’s socio-economic development and the achievements of bilateral relations between Vietnam and Brazil in recent years. Since the establishment of a strategic partnership between Vietnam and Brazil in November 2024, bilateral relations have continued to develop positively and comprehensively in many areas, receiving attention from high-level leaders as well as participation from the populations, businesses, and local communities of both countries through bilateral visits, working sessions, and contacts.
In the economic and commercial sector, the volume of bilateral exchanges is expected to reach 7.76 billion US dollars in 2025, with a goal of reaching 15 billion US dollars by 2030. Brazil remains Vietnam’s main trading partner in Latin America, while Vietnam plays a crucial role as a gateway for Brazil to access the ASEAN market and the Asia-Pacific region.
Ambassador Bui Van Nghi emphasized the strong potential for cooperation between Vietnam and Brazil in various fields, including education and training, culture and arts, sports and tourism, and especially in science, technology, and innovation.
In the field of science, technology, and innovation, Ambassador Bui Van Nghi stated that Vietnam is implementing major policies for the development of these areas, in line with Resolution No. 57-NQ/TW on significant advances in science, technology, innovation, and national digital transformation. Vietnam aims to enhance cooperation with Brazil in key areas such as renewable energy and environmental technologies, while expanding activities in advanced technologies such as artificial intelligence (AI), quantum technologies, and the semiconductor industry. These areas are priorities for Vietnam’s development, with plans to train around 50,000 semiconductor engineers by 2030 to support a rapidly expanding digital economy.
Looking to the future, Ambassador Bui Van Nghi expressed hope that the Brazilian National Council for Science and Technology Development would strengthen its ties with key research institutes in Vietnam.

Highlighting the vast potential for cooperation between Brazil and Vietnam in fostering connections between research institutions, universities, and businesses of both countries, Olival Freire encouraged Vietnam to enhance collaboration with Brazilian companies operating in research, technology, and innovation fields.
The Brazilian side acknowledged prospects for cooperation in sectors such as advanced agriculture, ethanol production (biofuel from sugarcane), electronics, and the semiconductor industry. Both parties also reviewed the progress made in implementing cooperation agreements signed during the first meeting of the Joint Committee on Science and Technology between the Brazilian Ministry of Science, Technology, and Innovation and the Vietnamese Ministry of Science and Technology in September 2025, emphasizing the need to materialize these commitments through tangible cooperation projects.
At the same time, both parties agreed to continue examining and identifying priority areas and actively seeking new cooperation opportunities in the future, based on the development needs and strengths of each country. Source: here
