Over the years, the Party Committee of the 86th Command has extensively implemented various aspects of work aimed at promoting the application and development of science, technology, innovation, and digital transformation within the Command, and has effectively fulfilled its role as the permanent agency for digital transformation within the Ministry of National Defense.
Major General Nguyen Minh Thang, Secretary of the Party Committee and Political Commissioner of the 86th Command, chaired the meeting.
In the upcoming period, the Party Committee of the 86th Command has determined that the development of science and technology, innovation, and digital transformation are extremely important tasks, directly contributing to the construction of a revolutionary, regular, elite and modern Command.
In this spirit, the Party Committee’s resolution on innovative development of science, technology, innovation, and digital transformation for the period 2026-2030 sets specific goals: develop a team of highly qualified scientific researchers, train a force of experts in the fields of cyber warfare, cybersecurity, and digital transformation; promote the publication of high-quality scientific works.
Establish and maintain specialized research groups focused on the development of cyber warfare tactics and mastery of strategic technologies; simultaneously develop high-quality human resources, attract and use talents, and build a highly qualified, specialized, stable, and sustainable cyber warfare force.
Strengthen the role of the permanent agency for digital transformation within the Ministry of National Defense. Implement scientific and technological missions at all levels; accelerate the application of research results to practical training, combat operations, and combat readiness; ensure the continuity of innovation and research within the unit.
Fully and on a large scale implement digital transformation within the Command; aim for 100% digital operation of its activities. Utilize the data center of the Ministry of National Defense in accordance with national standards. Ensure appropriate cybersecurity for the digital transformation of all armed forces. Develop an advanced information security laboratory; refine evaluation and funding mechanisms to encourage scientific, technological development, and innovation.
The resolution defines eight main tasks and solutions: raising awareness, empowering, and strengthening the determination of leaders and cadres to drive profound changes within the Command in terms of promoting scientific and technological research and development; playing a leading role in digital transformation and innovation; making recommendations on achieving the legal framework, creating a legal basis, and removing obstacles to the development of sciences, technologies, innovation, and digital transformation; improving infrastructure to support the development of sciences, technologies, innovation, and digital transformation; developing a modern and synchronized digital infrastructure and ecosystem.
Focus efforts on the rigorous and effective implementation of actions related to the development of science, technology, innovation, and digital transformation within the Command. Develop and mobilize high-level human resources to meet the needs of science, technology, innovation, and digital transformation within the Command. Adopt innovative approaches, anticipate trends, and promote the application of science, technology, innovation, and digital transformation in the operations of agencies and units; improve the efficiency of management, command, and control. Strengthen national and international cooperation to develop science, technology, innovation, and digital transformation. Promote the role of the permanent agency responsible for digital transformation within the Central Military Commission’s steering Committee on advancements in science, technology, innovation, and digital transformation in the Army.
