Promoting a spirit of innovation, substance, and efficiency, from the National Assembly to the Peoples Councils.

In the name of the Permanent Committee of the National Assembly, Mr. Nguyen Duc Hai, Vice President of the National Assembly, warmly congratulated the Party Committee, the government, the Fatherland Front, organizations related to elections, the armed forces, civil servants, public officials, and all voters of Ho Chi Minh City for their efforts and responsibility, which greatly contributed to the overall success of the national elections.

To achieve the set goals, Mr. Nguyen Duc Hai suggested that the People’s Council of Ho Chi Minh City focus on its role as a local organ of state power and fully utilize it by making timely and fair decisions on important issues. This includes effectively institutionalizing the central government’s directives, especially the specific mechanisms and policies outlined in National Assembly resolutions 98, 260, and 222, by transforming them into tangible and feasible solutions, thereby creating substantial changes to remove development obstacles.

Mr. Nguyen Duc Hai proposed that economic development policies be decided and supervised innovatively to promote sustainable growth by using science and technology, innovation, and digital transformation as key drivers. This includes developing the digital economy and knowledge economy, gradually establishing the region as a financial and innovation center.

At the same session, Mr. Nguyen Duc Hai emphasized that the People’s Council of Ho Chi Minh City should prioritize the adoption of mechanisms and policies to develop a modern and synchronous infrastructure system, promote strategic transport projects, enhance regional connectivity, and develop smart and green cities. This also includes improving monitoring efficiency, ensuring progress, quality, and efficiency of investments, and using resources economically and effectively.

In refining key policies, Mr. Nguyen Duc Hai recommended focusing on perfecting policies related to planning, land management, finance, budget, public investment, and attracting strategic investors. The council should also develop urban areas according to the Transit-Oriented Development (TOD) model, organize new development spaces, and concentrate on urgent issues relating to the population.

Regarding social protection policy implementation, Mr. Hai proposed effectively developing education, health, culture, and tourism, improving human resource quality, building a civilized, modern, and compassionate urban population, and ensuring social progress and equity.

In the environmental protection aspect, he suggested promoting a green economy, a circular economy, and addressing urban issues such as social housing for low-income people, waste management, floods, environmental pollution, and traffic congestion to build a green, clean, and livable city.

It is also important to promote democracy, strengthen ties with the people, innovate voter awareness activities, respond promptly to petitions, and build people’s trust.
