In response to the 2nd plenum of the 14th Central Committee: strong innovation, decisive action, and even more tangible results.

The second plenum of the 14th Central Committee continued to achieve a broad consensus on many important national issues, including strategic autonomy and unwavering commitment to the two strategic objectives of the 100-year journey. The most striking outcome of this plenum was the consolidation, at a very high level, of ideological unity, political determination, and action orientation of the entire Party at the beginning of its term. Issues debated and resolved during this plenum formed the legal framework, operating rules, disciplinary principles, and necessary action standards for implementing Party resolutions, laying a solid foundation for achieving the nation’s centennial strategic objectives.

It is not just about carrying out the work program successfully, but about creating synergy between awareness and action in implementing the resolutions of the Party’s 14th National Congress. The Conference emphasized the principle of strategic autonomy and remained firm in pursuing the nation’s two centennial strategic objectives. Strategic autonomy is not only about foreign policy but also about independently determining one’s development path, strengthening internal position, and improving economic and institutional resilience in the face of numerous changes.

Additionally, the Conference demonstrated a new momentum of development: a rejection of past inertia, a demand for more radical innovation in thinking, more decisive action, and concrete results. This marks a crucial point that lays the foundation for an evolution of the entire political system, subject to higher requirements.

The Conference reaffirmed its commitment to strong, sustainable, and substantial economic growth. It emphasized that this growth must serve the interests and improve the material and spiritual living conditions of the population, as well as ensure social justice. This reflects the consistent position of the Party and the state: the people are at the heart of all policies.

It is not only a constant viewpoint but also a guiding principle that shapes all Party development policies. Economic growth is an objective, but it is not an end in itself; it must directly contribute to improving the living conditions of the population and ensuring social justice.

It is important to highlight the Central Committee’s emphasis on the concept of “substance.” This means that growth must be based on productivity, science and technology, innovation, and efficient use of resources; it must not come at the expense of the environment, macroeconomic stability, or social equity for short-term results.

When focusing on “placing citizens at the center,” all policies must respond to a very precise requirement: what benefits do citizens derive and how does their lives improve? If citizens do not feel the effects of growth in their daily lives, then that growth has not met the required quality standards.

The Conference set out action demands for the 16th National Assembly from its first session. The Conference took place just before the first session of the 16th National Assembly, emphasizing the need for action, institutionalization, and concrete implementation of the Party Central Committee’s directives and decisions from the beginning of the new legislature’s term.

In the context of the 14th Central Committee’s second plenum taking place just before the first session of the 16th National Assembly, the clear requirement was to promptly institutionalize Party policies synchronously and concretely from the beginning of the term.

It is necessary to continue legislative innovation in favor of a development-focused approach, removing obstacles, mobilizing resources, and designing control mechanisms within each law. The quality of decisions on major national issues, especially in terms of resource allocation, must be improved based on tangible results and an improvement in citizens’ daily lives, while avoiding superficiality and inefficiency.

At the same time, we must build a proactive National Assembly where policies are clear, achievable, easy to implement, and quickly applied; and strengthen oversight to ensure that major policies are implemented in line with their spirit and objectives.

If these conditions are effectively met, I believe the 16th National Assembly will fulfill its role as a center for institutionalization, contributing to the rapid transformation of Party decisions into tangible results in the lives of citizens.
