The province of Gia Lai is preparing to implement a project for a 308-hectare cultural, sports, leisure, and commercial complex in the commune of Cat Tien. Representing a total investment of over 2,600 billion Vietnamese dongs, this major tourist infrastructure project, led by South Korean investors, is expected to be fully operational by 2030.

Detailed planning and functional zoning According to the Environmental Impact Assessment (EIA) report, the project is planned on land mainly composed of forests planted on sand and coastal waters, divided into two distinct functional zones to optimize tourist and sports experiences. Zone 1: Focused on sports, leisure, and essential services, it includes an international 27-hole golf course, ancillary infrastructure, green spaces, and a residential and commercial area. Zone 2: Focused on the development of integrated cultural services. It includes 3-star hotels and above, a marina, tourist accommodations, and notably, a major music and festival center.

Investor capabilities and international factors The investor for the project is Blooming Sky Co., Ltd., a company established in October 2025. It is worth noting that its leadership includes Mr. Lee Soo Man, founder of SM Entertainment (a leading South Korean entertainment group), and Mr. Jang Chin Hyuk, co-chairs of the board. The legal representative and CEO is Mr. Sim Young Woo.

Deployment roadmap and operational schedule The project is currently in the phase of collecting comments on the Environmental Impact Assessment (EIA) report and finalizing the necessary legal procedures. The implementation roadmap is divided into specific phases: T3/2025 – T1/2026: Completion of detailed planning (1/500 scale), basic design, and environmental procedures. Second quarter of 2026: Official start of construction. Phase 2027 – 2028: Completion and trial operation of Zone 1. Phase 2028 – 2030: Construction of Zone 2 will be implemented to make the entire complex fully operational by 2030.

Impact on regional tourist infrastructure The emergence of this large complex in Cat Tien comes as the province of Gia Lai, following its merger, actively attracts investments in service infrastructure. Benefiting from a favorable coastal location and a modernized transport network, the project is expected to create new high-end tourism products, while boosting the night economy and international cultural activities in the Central region.
