Vietnam-China Boost Strategic Ties with Positive Faith in Mutual Trust and Substantial Cooperation
Prime Minister Pham Minh Chinh affirmed this during his meeting with Chinese Minister of Foreign Affairs Wang Yi, Chinese Minister of Public Security Wang Xiaohong, and Chinese Minister of National Defense Dong Jun on the afternoon of March 16 at the government headquarters on the occasion of the first 3+3 strategic dialogue ministerial-level meeting between Vietnam and China.
During the meeting, Prime Minister Pham Minh Chinh conveyed his sincere, friendly, and confident wishes to General Secretary and President Xi Jinping, Prime Minister Li Qiang, and other Chinese leaders. He congratulated China on the successful holding of the 4th session of the 14th National People’s Congress and the adoption of the framework plan for the 15th five-year economic and social development plan, which defines many important tasks for a new stage of high-quality development. He expressed confidence that China will successfully achieve the set goals in this plan, steadily progress towards the realization of its second centenary goal, and positively contribute to peace, stability, and development in the world and the region.
Prime Minister Pham Minh Chinh warmly welcomed the first 3+3 strategic dialogue between the foreign affairs, defense, and public security ministers of the two countries, held parallel to the 17th Steering Committee session for bilateral cooperation. He also appreciated the significant exchanges and interactions between their respective ministries, demonstrating the strong will of both parties to consolidate political confidence, strengthen strategic ties, and promote concrete cooperation at a higher level between the two parties and countries.
The Prime Minister emphasized that Vietnam has always considered the consolidation and development of the traditional friendship and comprehensive strategic cooperation with China as a constant policy and top priority in its independent, self-reliant, self-reinforcing, multilateral, and diversified foreign policy.
Praising the success of the 14th National Congress of the Communist Party of Vietnam and the progress achieved by Vietnam in recent years under the leadership of the Central Committee of the Communist Party of Vietnam, presided over by Secretary General To Lam, and thanks to the decisive and effective management of the government and Prime Minister Pham Minh Chinh, the Chinese ministers affirmed that the Chinese Party and State always consider Vietnam a priority in their good neighborly foreign policy and firmly support Vietnam, believing it will achieve its socio-economic development goals in the coming period.
Mutually recognizing the positive and overall progress made in Vietnam-China relations recently, following the “six plus one” direction, Prime Minister Pham Minh Chinh suggested that the foreign affairs, national defense, and public security ministers of both countries continue to actively contribute by fostering constant political understanding and confidence between the two parties, countries, and peoples. They should also effectively promote and enhance existing exchange and cooperation mechanisms, especially the 3+3 strategic dialogue mechanism.
The Prime Minister proposed that the foreign affairs ministries of both countries coordinate efforts to efficiently plan and organize high-level exchanges, with defense ministries strengthening their friendly exchanges and concrete cooperation in defense industry and United Nations peacekeeping, and public security ministries continuously improving their security cooperation, law enforcement, and crime prevention efficiency.
He also urged the three agencies to work together to create favorable conditions for promoting substantial cooperation with ministries, sectors, and localities of both countries in areas such as economy, trade, investment, science and technology, culture, tourism, railway connectivity, local cooperation, people-to-people exchanges, effective border management, dispute resolution, and maritime peace and stability.
Expressing their appreciation and full agreement with the Prime Minister’s important directions and orientations, the Chinese ministers affirmed that they would work closely with their Vietnamese counterparts to strengthen strategic exchanges, build political confidence, and play a leading role in effectively and rigorously implementing high-level common agreements. They will further deepen specialized cooperation in each area – diplomacy, defense, security, and law enforcement – remaining essential pillars and significantly contributing to the global strategic partnership and the building of a strategically important Sino-Vietnamese community of shared destiny.
