Xavier Bettel (DP) delivered a speech on multiple international crises during yesterday’s meeting of EU foreign ministers held in Luxembourg on Tuesday. The topics discussed included the war in Ukraine, the situation in the Middle East, as well as conflicts in Africa and the South Caucasus.
Ukraine at the Heart of Concerns:
In light of the Russian aggression against Ukraine, Bettel advocated for a new pillar of security guarantees. Titled “Internal Stability,” it aims to strengthen Ukraine in the long term.

During an informal discussion with Lebanese Prime Minister Nawaf Salam, Bettel highlighted the country’s difficult situation. Lebanon continues to suffer from the consequences of a conflict it did not initiate.
Particularly concerning are:
- The situation in southern Lebanon
- The high number of civilian casualties
- The role of Hezbollah
Bettel urged the Lebanese government to continue its efforts to disarm the militia.
Criticism of the Situation in Gaza:
The minister also addressed the situation in Gaza, expressing concern about the extremely dire humanitarian situation and lamenting the continued obstruction of aid delivery.
He also called for the EU to resume discussions on measures regarding Israel. While there is currently no consensus to amend the Israel-EU Association Agreement, Bettel advocates for discussions on measures that could be adopted by a qualified majority.
Other Crisis Regions Under Surveillance:
In addition to Ukraine and the Middle East, other regions were also on the agenda:
- South Caucasus: Support for the peace process between Armenia and Azerbaijan, as well as concerns about the situation in Georgia.
- Sudan: Call for a ceasefire and a political solution in the face of a catastrophic humanitarian situation.
Bettel emphasized that international law and territorial sovereignty must be respected everywhere, regardless of region or conflict.
