The purpose of this Plan is to thoroughly understand and implement seriously, synchronously, and effectively the content described in Conclusion No. 226-KL/TW, creating a clear transformation in the awareness and actions of officials, public servants, and employees throughout the state administrative system.
At the same time, it is necessary to deeply address the limitations and weaknesses of working methods; to eliminate formalism, prioritize innovation, and improve the quality of document issuance by simplifying and streamlining the process, reducing the number of meetings; and to strengthen administrative discipline, order, as well as the efficiency and effectiveness of state management.
It is also essential to promote the application of information technologies, digital transformation, and innovation in working methods to adopt a modern and professional approach. This involves focusing on individual responsibility, encouraging bold reflection, action, and accountability in the service of the common good, effectively combating overlaps, duplications, slackening efforts, and avoidance behaviors within the organization and operations, and prioritizing service to citizens and businesses as the main criterion for evaluating the quality and efficiency of work.
To achieve the aforementioned objectives, the Plan defines six tasks and solutions, including organizing the dissemination and thorough understanding of Conclusion No. 226-KL/TW; the continuous strengthening of the Party’s leadership in rectifying working methods and improving the effectiveness of the political system; innovation and improvement in the quality of document issuance; a deep reform of the meeting system; innovation in working methods, promoting administrative reform, focusing on administrative procedure reform and the application of information technologies; and strengthening administrative discipline and order.
As for meeting procedures, the Government Office is responsible for advising the Prime Minister on amending and supplementing the meeting procedure provisions in the Government’s internal regulations to ensure their compliance with the requirements of Conclusion No.226-KL/TW. At the same time, a rigorous and rational meeting schedule must be developed to avoid overlaps, favoring online and dematerialized meetings. The composition, schedule, and content of Government and Prime Minister meetings must be strictly regulated.
Ministries, departments, and heads of provincial and centrally-administered city People’s Committees must develop plans for organizing annual conferences, ensuring a 10% reduction in the number of conferences and at least 60% of meetings conducted online.
Additionally, it is important to strictly adhere to the duration of meetings. Information meetings should not exceed half a day; specialized meetings, one day; and important meetings requiring discussions, one and a half days.
The plan also requires ministries, departments, and localities to study and add criteria regarding the outcomes of implementing Conclusion No. 226-KL/TW to the evaluation and ranking regulations for agency heads and units, as well as to the criteria for annual commendations and awards.
