Strengthening coordination and mobilizing resources of Vietnamese communities abroad.
To implement the tasks planned for 2026, a delegation from the Ministry of Foreign Affairs, led by Deputy Minister Le Thi Thu Hang, visited Ho Chi Minh City and worked there on April 10 and 11, 2026.
The delegation worked with Mr. Nguyen Loc Ha, Permanent Vice Chairman of the People’s Committee of Ho Chi Minh City, on the directions to take regarding the situation of Vietnamese people abroad in the coming period.
Minister Le Thi Thu Hang emphasized that the issue of overseas Vietnamese is a priority of foreign policy, a shared responsibility of the entire political system, and it is unfolding under favorable conditions. This is due to the attention and guidance of the Party and the State, an increasingly efficient political system, and the growing attachment of more than 6.5 million Vietnamese abroad to their homeland.
The Vice Minister praised the results achieved in connecting and attracting resources of overseas Vietnamese to Ho Chi Minh City, especially in the fields of economy, investment, fund transfers, science and technology, and innovation. He also emphasized that expanding development perspectives through administrative restructuring will enhance the city’s appeal to overseas Vietnamese, contributing to the development of Ho Chi Minh City and the country, and helping achieve the goals set by the 14th Party Congress.
Both parties noted that, during the past period, the coordination between the Ministry of Foreign Affairs and Ho Chi Minh City had been implemented closely and effectively, with many community-oriented activities focused on the homeland.
Promoting the role of overseas Vietnamese in the city’s development.
Based on the cooperation results, both parties agreed to continue strengthening information exchanges, improving mechanisms and policies, and diversifying ways to attract overseas Vietnamese entrepreneurs, intellectuals, and scientists, especially the younger generation.
During this working visit, the delegation met with representatives from various ministries and agencies, as well as Vietnamese experts and intellectuals abroad, at the Ho Chi Minh City Center for the Fourth Industrial Revolution (C4IR).
Overseas Vietnamese delegates expressed their desire to contribute more to the city and country’s development, proposing improvements to mechanisms and policies related to intellectual property, ecological transition, human resource attraction, and immigration and residency procedure reform.
President Nguyen Trung Kien acknowledged these opinions and stated that he would recommend competent authorities to review and address these issues.
