Three Specializations in Scientific Research

As a leading research institute specializing in social and human sciences within the armed forces, the Party Committee and the leadership of the Military Institute of Social Sciences and Humanities have always considered scientific research as an essential political mission. In 2025, the Institute will conduct research on 38 scientific projects at different levels (national, ministerial, Central Military Commission, academy, etc.), all of which have been successful.

Colonel, Dr. Bui Thanh Cao, Party Secretary and Deputy Director of the Military Institute of Social Sciences and Humanities, shared his experience in scientific research. Colonel, Associate Professor, and Dr. Trinh Xuan Viet, Director of the Military Institute of Social Sciences and Humanities, stated: “With a deep understanding of the Party’s resolutions and directives, the Central Military Commission, and the Ministry of National Defense on the development of science and technology, the Institute’s Party Committee closely monitored missions and situations, defining a policy for effective implementation of the ‘three specialties’ (fields of specialization, in-depth expertise, and high-level expertise). Thanks to this, the Institute has successfully completed its missions in all aspects of its work, resolving and quickly overcoming obstacles.” The director cited an example: in the past, the proportion of young officers working at the Institute was high, and their knowledge, experience, and especially their research methodology still had some limitations. To address these gaps, the Party Committee and the Institute’s leadership focused on advising, mentoring, and directing officers, creating the necessary conditions for training and mentoring officers, and encouraging young officers to participate in research and develop cooperation in the field. To date, most young staff members have matured, gradually demonstrating their research capabilities and contributing to join the ranks of leading experts in their respective fields.

To enhance the level of “experts,” the Party Committee and the Institute’s leadership have effectively led the development and implementation of a plan to build a talent pool, ensure training and development of research personnel in the short and long term. They reviewed, proposed, and facilitated the participation of staff in training and development programs, including postgraduate programs; encouraged staff to aim for titles of professors and associate professors and entrusted them with missions; participated in scientific conferences, research projects, programs, and work on various subjects with organizations and units, both within and outside the Armed Forces; and participated in competitions and competitions… Additionally, the Party Committee and the Institute’s leadership have led the organization of conferences and exchanges seminars so that staff with academic titles, degrees, qualifications, skills, and experience can pass on their knowledge and research methods to young staff members.

In implementing the “specialized” approach, the Party Committee and the Institute’s leadership effectively led the identification of issues and research themes in line with the functions and missions of each department, specialization, and individual; these issues and themes focused on new problems and emerging needs. Regarding “in-depth specialization,” the Party Committee and the Institute’s leadership led the promotion and improvement of the quality and efficiency of collaborative research activities, as well as innovation in the management and operation of scientific research. They developed and implemented a rigorous and scientific process of managing and operating research activities; strengthened control, supervision, and objective and precise evaluation of progress and results; and quickly and appropriately identified, resolved, and addressed difficulties and obstacles encountered during implementation.

In addition, the Party Committee and the Institute’s leadership focused their efforts on training and raising awareness of the importance and role of the “three specialties” in carrying out scientific research missions, by clearly defining innovative objectives, roadmaps, and implementation solutions. The Institute’s Party Committee charged its members with monitoring, evaluating, and analyzing the implementation of the “three specialties” to advise and propose solutions to overcome difficulties and obstacles encountered in the field, ensuring the necessary human resources, time, and working conditions for research personnel; quickly encouraging and rewarding collective and individual efforts that have achieved good results; and identifying and resolving persistent problems and limitations.

Colonel Dr. Bui Thanh Cao, Party Secretary and Deputy Director of the Military Academy of Social Sciences and Humanities, stated: “In order to realize the ‘three specialties,’ the Academy actively builds a democratic and creative research environment, linked to promoting the application of information technologies and digital transformation in research activities, and develops mechanisms and appropriate reward policies to motivate and encourage ideas that ‘dare to think, dare to act,’ and ‘dare to study new questions,’ thus contributing to overall improvement the quality of the Academy’s mission.”
