Vietnam government outlines legal reforms for overseas representation

Minister of Foreign Affairs Le Hoai Trung introduced a bill amending and supplementing certain articles of the law on Vietnamese representations abroad, aiming to address limitations and ensure effective operations in response to new socio-economic demands. The legislation also seeks to unify foreign policy activities, enhance professionalism in representation agencies, and align with Party and State policies on decentralization and delegation of powers.

This bill aligns with Party directives and state foreign policies, emphasizing global integration and legislative innovation to drive national development. It also aims to improve public investment efficiency while upholding the 2013 Constitution and relevant legal provisions.

The bill, presented in two articles, focuses on enhancing the functions and organization of representation offices to bolster professionalism and modernity. The legislation also aims to streamline administrative reforms, bolster decentralization, and empower representation agencies to meet current challenges effectively.

The government will submit the bill to the National Assembly for approval during its first session of the 16th National Assembly, with the law set to take effect on July 1, 2026.

Lieutenant General Le Tan Toi, president of the National Assembly’s Commission of National Defense, Security, and Foreign Affairs, highlighted the need for this legislation to address political, legal, and practical imperatives outlined by the government. The bill is set for review and decision by the National Assembly.

The bill aligns with Party policies on proactive international integration, political organization effectiveness, and national digital transformation. It also ensures constitutional alignment, legal compliance, and national security interests.

Moving forward, proposed adjustments to the bill aim to clarify certain terms, improve organizational structures, and broaden the criteria for selecting ambassadors. The bill aims to support national development and enhance international engagement for Vietnamese businesses.
