In a context of rapid digital transformation, Thanh Hoa is gradually asserting its position among the country’s leading localities by focusing on the development of a digital citizen force – a key factor in the success of this process.
Young pioneers are spreading digital transformation within the community.
In the Hac Thanh district, digital transformation is no longer an abstract concept, but an essential part of daily life, as evidenced by concrete examples. Thanks to their dynamism and creativity, the members of the youth association are at the heart of initiatives such as the group of young volunteers supporting online public services, the community group for digital technologies, and the “Digital Culture for All” movement. In addition to promoting cashless payments, these young people directly help residents in installing and using digital applications and creating QR codes for businesses.
In April 2026, the Youth Union of Hac Thanh district continued its efforts to promote the digitization of historical sites to showcase the local tourism potential to a wider audience, comprising residents and tourists. According to Ms. Tran Huyen Trang, secretary of the district’s Youth Union, local young people are gradually asserting their role as pioneers, not only by mastering technologies but also by helping the population effectively access digital services.
Throughout the province, thanks to a strong political will, more than 4,300 community groups for digital technologies, with over 16,000 members, actively collaborate with local authorities to facilitate citizens’ access to digital technologies in their daily lives, production, and professional activities. As a result, the digital transformation in Thanh Hoa has not been superficial; on the contrary, it has made significant progress, helping make the province one of the most successful in the country in terms of digital transformation.
In the health sector, 100% of medical facilities have implemented cashless payments. Currently, 34 out of 38 public hospitals use smart medical kiosks, allowing patients to register for medical examinations and treatments, make payments, and view their medical records. The rate of electronic medical record creation reaches 95.8%, helping patients manage and take care of their health proactively.
In the tourism sector, many localities have implemented mobile applications to enhance visitors’ experience. The province currently has nine digitized tourist sites and attractions on the Mobifone Smart Travel app, including the historic site of Lam Kinh, the Ho Dynasty Citadel (a UNESCO World Heritage site), the historic site of Am Tien, the Song Son and Co Chin temples, the Kim Son panoramic area, Pu Luong, the Ma village, and the May waterfall. This digitization facilitates tourists’ access to information, experiences, and online service reservations.
Digital citizens are not just technology users but also engaged actors who interact and innovate on digital platforms. Developing this workforce is not only a necessity but also an essential foundation for Thanh Hoa to build a modern, transparent, efficient, and sustainable digital society.
