The Government has issued Decree No. 129/2026/ND-CP dated April 6, 2026, regulating the management and use of the state budget for certain foreign affairs activities.
This decree governs the tasks of collecting and spending funds from the state budget for specific foreign policy activities, as well as the preparation, execution, regulation, and publication of budgets for certain foreign affairs activities in accordance with the State Budget Law.
Foreign policy activities of senior Party and State leaders are not covered by this decree.
Regarding the allocation of funds from the state budget to foreign affairs activities, the decree specifies in detail the activities financed by central and local budgets.
Activities related to foreign affairs are funded by the state budget.
The decree stipulates that the following foreign policy activities are funded by the central budget:
- Expenses related to bilateral and multilateral diplomatic activities at the state level.
- Expenses related to the negotiation, participation, signing, and implementation of international treaties.
- Expenses necessary for the operation of Vietnamese agencies abroad.
- Expenses related to activities concerning national borders and territories.
- Expenses related to protecting the state interests and legitimate rights and interests of Vietnamese citizens and legal entities abroad, in accordance with Vietnamese and international law.
- Expenses related to supporting community work, facilitating the integration of Vietnamese nationals abroad, preserving national Vietnamese cultural identity, managing Vietnamese workers abroad, promoting international integration, and fostering cooperation and understanding in various fields.
- Expenses related to diplomatic activities of Vietnam and its international integration, promoting cooperation, exchanges, and friendship in various areas.
- Expenses related to diplomacy among the people coordinated by the Central Committee of the Vietnam Fatherland Front, political and social organizations under the Central Committee of the Vietnam Fatherland Front, funded by the state budget.
- Expenses related to external information and propaganda activities, managing foreign journalists’ information and press activities.
- Expenses related to organizing events and activities to showcase and promote Vietnamese goods, services, labor, investment, trade, science, technology, culture, sports, tourism, and external information.
- Expenses related to collecting and purchasing valuable economic information, verifying and confirming economic partners, engaging with foreign trade partners, clients, investors, multinational corporations, and large companies in foreign countries to promote trade and investment and expand the labor export market.
- Expenses for rewarding organizations, groups, and individuals with outstanding performance in executing state-assigned foreign policy tasks.
- Training and professional development expenses for officials and employees working in foreign affairs, scientific research expenses serving foreign policy advisory work, and participation in conferences and seminars related to foreign affairs and international integration.

- Aid expenses as stipulated in Government Decree No. 305/2025/ND-CP of November 25, 2025, regarding Vietnam’s assistance to foreign countries.
This decree will take effect on April 6, 2026, repealing Government Decree No. 117/2017/ND-CP dated October 19, 2017, on the management and use of the state budget for certain foreign affairs activities.
