On the evening of April 3, Prime Minister Pham Minh Chinh, head of the National Steering Committee for International Integration (the Steering Committee), chaired a meeting of the Steering Committee.

At the conclusion of the conference, the Prime Minister stressed the need for foreign policy and international integration activities to be closely aligned with national development imperatives. This will directly contribute to the goal of double-digit growth, especially through the effective implementation of international commitments and agreements, as well as the promotion of energy and high-tech diplomacy.

The conference took place in person at the government headquarters and online with popular committees from provinces and cities across the country, as well as Vietnamese representations abroad. Participants included Le Hoai Trung, member of the Politburo and Minister of Foreign Affairs; Bui Thanh Son, Deputy Prime Minister and Vice Chairman of the Steering Committee; officials from ministries and central agencies; and leaders from provinces and cities.

Key policy orientations for foreign affairs from the 14th National Congress and Resolution No. 59-NQ/TW on international integration in the new situation were evaluated and institutionalized at the meeting. The government swiftly developed and announced the Action Program for the implementation of Resolution 59. This program includes 22 objectives and 117 specific tasks for ministries, sectors, and localities, covering all aspects of international integration.

In recognition of the rapidly evolving global situation, Prime Minister Pham Minh Chinh commended the effective response and notable development achievements made by Vietnam. Despite the complex and unpredictable global landscape, Vietnam has maintained stability and achieved remarkable progress. This includes proactive and systematic implementation of external relations and international integration across all fronts.

Various priorities were highlighted, such as international financial centers in Ho Chi Minh City and Da Nang, investments in infrastructure, digital transformation, science and technology, energy, and addressing the issue of illegal, undeclared, and unregulated fishing. Notably, in light of the situation in the Middle East, Prime Minister Pham Minh Chinh engaged in discussions with leaders of various countries to promote cooperation and ensure energy security.

Emphasizing proactive approaches, the Prime Minister outlined the necessity of a 5-point proactive strategy, including proactive research, understanding, and anticipating situations, maintaining proactive relations with partners worldwide, implementing proactive policy adjustments, adapting proactively to complex developments, and proactively transforming challenges into opportunities.

Looking ahead, the Prime Minister stressed the importance of continued proactivity, optimism, creativity, innovation, and adaptability in facing the current situation. He highlighted the need to maintain constant vigilance in foreign policy and international integration matters, while also ensuring quality economic integration and enhancing diplomatic relations for the country’s sustainable development.

In conclusion, the Prime Minister called for active and comprehensive implementation of international integration in various fields, embracing proactive engagement in cultural, social, tourism, environmental, health, education, and training domains. The government was called upon to enhance the quality of its workforce in international affairs and maintain an autonomous, diversified, and multilateral foreign policy to contribute to peace, stability, cooperation, and development.
