As Washington continues to examine an ESTA reform, one concrete change is already in place on the current portal: tightening control over the applicant’s selfie.
This adjustment doesn’t alter the fundamental regulatory framework yet, but it shows that identity verification through imagery is becoming more prominent in the process.
Since April 1, the official ESTA portal no longer treats photo submission as a mere formality. Instead, it now includes specific guidelines for sending the applicant’s selfie, such as a clear and plain background, no shadows or patterns, direct face, neutral expression, open eyes, and an original image distinct from the passport photo.
This initial screen acts as a filter upfront, ensuring technical compliance with the photo. The selfie is no longer just a visual accompaniment but a full-fledged control element right from the start of the process.
If the uploaded image doesn’t meet the requirements, a second window guides the applicant through corrections, emphasizing clarity, removing accessories, uniform lighting, and avoiding filters or retouching. The applicant may retake or select another photo to ensure compliance before submission.
This tightening of the selfie rules stems from a December 2025 Federal Register notice by the U.S. Customs and Border Protection (CBP) explaining the need to enhance identity verification on the ESTA site with facial photos to combat image quality issues, facial comparison failures, and technical exploitation by fraudsters.
While these changes are currently limited to the photo verification aspect, they hint at deeper reforms on the horizon, aligning U.S. procedures with stricter identity verification standards.
