Present at the meeting of the provincial branch of Lai Chau were comrade Kieu Hai Nam, director of the Department of Foreign Affairs; representatives of leaders from the following departments and agencies: Provincial Police; Provincial Military Command; Foreign Affairs; Finance; Industry and Trade; Agriculture and Environment; Education and Training; Construction; Culture, Sports and Tourism; Health; Management Board of the Provincial Economic Zone; Provincial People’s Committee Office.
The conference takes place in a particularly important context, as our country is implementing solutions related to socio-economic development for the next five years and beyond. Meanwhile, the global situation is evolving rapidly and in a complex manner, posing numerous challenges to security, development, and the international integration process of each nation, including Vietnam. In this context, the conference provides delegates with the opportunity to exchange, discuss, and contribute to improving the effectiveness of international integration, and to propose directions, tasks, and solutions for implementation in the coming period.
During the first quarter of 2026, the Party, State, and Government conducted many high-level and important activities in foreign policy, including visits, contacts, strategic dialogues, and defense dialogues with major partners and relevant countries. These activities played a particularly important role in consolidating political trust and promoting concrete cooperation in many areas.
Additionally, ministries, sectors, and localities have proactively and actively implemented foreign policy activities, expanding the development space and attracting external resources in service of socio-economic development in an increasingly competitive environment.
Views of the conference from different locations.
At the multilateral level, Vietnam continues to affirm its active and responsible role in regional and international cooperation mechanisms such as ASEAN and the UN Human Rights Council, as well as its participation in international cooperation activities in many fields, including programs supported by the European Union.
Foreign relations in the fields of science and technology continue to develop positively, contributing to the achievement of the country’s strategic goals. Vietnam has strengthened cooperation with major partners such as the United States, Russia, and Japan in sectors such as energy, high technology, highly qualified human resource training, semiconductors, and artificial intelligence.
At the same time, cooperation in the fields of culture, social affairs, tourism, and the environment has also yielded many positive results, contributing to strengthening people-to-people exchanges and consolidating the foundations of a sustainable partnership.
In terms of coordination, intersectoral mechanisms continue to be improved and function efficiently, in accordance with the government’s unified direction. Many important forums, such as the National Forum on Competitiveness, the Forum on the Digital Economy and Societal Development, the Logistics Forum, etc., have been organized, thus contributing to enhancing the quality of policy advice, forecasts, and planning.
Regarding the signing and implementation of international commitments, during the first quarter of 2026, ministries, sectors, and localities signed approximately 25 cooperation agreements with partners such as Laos, Cambodia, Myanmar, Russia, Japan, and the European Union. Many projects have been actively implemented, especially in the areas of transportation infrastructure, energy, and logistics. Examples include railway projects connecting Hai Phong and Ha Long regions, infrastructure development cooperation projects with Laos, as well as energy cooperation and connectivity programs with Cambodia.
With the United States, both parties continue negotiations on economic, trade, and investment cooperation. With Japan, cooperation in research, development, and semiconductor industry continues to strengthen, offering Vietnam many opportunities to integrate more fully into the global value chain.
During the meeting, delegates focused on several challenges and obstacles, proposing solutions to promote cooperation with partners, approaches for national and international markets, and to stimulate international integration in the current situation.
The conference concluded with Prime Minister Pham Minh Chinh.
In conclusion of the meeting, Prime Minister Pham Minh Chinh emphasized that in the first quarter of 2026, foreign policy continued to yield encouraging results, contributing to maintaining a peaceful and stable environment conducive to national development. These results are largely attributed to the contribution of Vietnamese representations abroad, ministries, sectors, and localities, especially the key ones.
Based on this, the Prime Minister requested ministries, sectors, and localities to focus on several key areas in the coming period, including: proactive monitoring of the situation; maintaining and strengthening good cooperative relations between Vietnam and other countries and international partners; revising, adjusting, and implementing policies suitable to the new situation, ensuring flexible and effective adaptation; proactive forecasting and analysis of the situation, transforming challenges into opportunities; and continuous improvement of the quality and effectiveness of foreign policy and international integration, so that it becomes a true engine for the rapid and sustainable development of the country in the coming period.
