Situated at the southern gateway of Hanoi, Dai Thanh is a suburban area that embodies the typical characteristics of a region undergoing urbanization, with a large population, significant migration, and a mix of traditional village spaces and new urban areas.

In this context, the Dai Thanh commune has built an intelligent operations center as a “digital brain,” helping local authorities to understand the situation in real time and improve their leadership and management capabilities.
Launched in January 2026, the artificial intelligence-equipped camera system now covers the main roads of the commune with 198 surveillance cameras. Deployed on main roads, residential areas, school entrances, health centers, cultural centers, historical sites, and densely populated areas, these cameras operate continuously. They are capable of recognizing faces and license plates, analyzing behaviors, and automatically alerting in case of infractions in various areas such as environment, traffic, food safety, public order, and security, by directly transmitting information to the competent services and organizations of the commune.
This system is not just a law enforcement tool, but also paves the way for a new approach: technology management, early prevention, and remote control.
According to journalists, the most notable effect of these “all-seeing eyes” in rural areas is not measured by the number of cameras or cases processed, but rather by the positive evolution of the population’s awareness.
Mr. Nguyen Van Hoa, from the village of Huu Le, said: “Previously, the problem of illegal dumping of garbage persisted, and some even took advantage of the night to throw their waste anywhere. However, since the installation of the camera system, the population has become aware of the risks. Everyone knows that their actions can be filmed, and therefore respects the regulations more.”
Beyond environmental protection, the camera system also contributes to regulating traffic. The section of Phan Trong Tue road, which passes through the Dai Thanh district and was once a traffic black spot, has seen a significant improvement. Illegal parking, encroachments on the road, and dangerous overtaking have decreased considerably. Users not only respect the traffic rules, but also remind each other, aware that any violation can be recorded.
When technology contributes to building a civilized way of life.
According to authorities, since the launch of the artificial intelligence-equipped camera system, many public order, environmental cleanliness, and road safety violations have been quickly detected and addressed. This early warning system helps to prevent infractions from occurring, rather than intervening only after the fact.

The deployment of the artificial intelligence-equipped camera system represents an important step in establishing a “smart village” model in Dai Thanh. The application of technology to management and operations not only improves efficiency but also lays the foundation for sustainable development.
According to Nguyen Van Hung, deputy secretary of the Party Committee and president of the People’s Committee of the Dai Thanh commune: the Intelligent Operations Center is an essential tool that helps the Party Committee and the communal government to quickly understand and remotely address the situation; provide rapid and accurate advice; conduct regular inspections; and continuously monitor and effectively address the five “bottlenecks” that affect the lives of the region’s residents.
“This center does not replace the role of humans, but it helps leaders and officials make decisions based on real data, real images, and real-time,” emphasized Mr. Nguyen Van Hung.
The President of the People’s Committee of the Dai Thanh commune, Nguyen Van Hung, stated: “This system is not a surveillance tool, but a tool directly serving the administration and management of the commune. Each alert issued by the system constitutes an order of action; it must therefore involve a person responsible for receiving it, another for processing it, a processing time, and precise results to expect.”
From these tiny cameras emerges a larger story: one of a transformation in mentalities, behaviors, and the way of life of a community. In the current development of Daqing, these “omnipresent eyes” not only enable the government to manage more effectively but also contribute to developing civic awareness and building a civilized, safe, and trustworthy living environment.
